Cyberspace Solutions, LLC (SDVOSB)
Cyberspace Solutions (CSS) is a CVE-certified Service-Disabled Veteran Owned Small Business Prime on DHS PACTS II Functional Category 1. CSS is a major analytic prime services company, providing full-spectrum analytic solutions in the development and implementation of programs that integrate and synchronize national- and strategic-level intelligence support to agencies and commands, including the Department of Homeland Security (DHS), Federal Bureau of Investigation, (FBI), United States Strategic Command, Defense Intelligence Agency, the National Security Agency (NSA), and other classified customers. We are currently leading 24 Prime contracts and managing over 600 positions throughout the Federal Civilian, Law Enforcement and Defense Intelligence Community. We are using proven on-site program management methods to effectively manage highly skilled Top Secret/Sensitive Compartmented Information (TS/SCI)–cleared full-time employees across over a dozen U.S. States and around the world. We have excuted highly relevant program management and administrative support tasks, research, analysis, strategic communications, and education support services throughout the Law Enforcement IC, including support to the DHS El Paso Intelligence Center (EPIC) and the National Protection and Programs Directorate (NPPD) Office of Cyber Infrastructure Analysis (OCIA). CSS has been a Prime Contractor for the DHS EPIC since 2012 on two separate task orders that provided strategic and operational analysis on Counter-Narcotics, Cartel Activity, Tran-national Criminal Networks, Human Trafficking, and Maritime Border Analysis. We are also a Prime Contractor for the FBI’s Counterintelligence and Counterterrorism Divisions, offering all source analysis to the Washington Field Office, the Foreign Investment Unit, the Criminal Investigation Division, the Terrorist Financing Section, and Critical Infrastructure Threat Units, in which we collect and analyze historic and current intelligence on the efforts to identify, compromise, and disrupt National Critical Infrastructure and National Security Assets.

NTVI is headquartered in Fairbanks, Alaska, with our primary CONUS office and center of operations in Falls Church, Virginia. As a professional services company, NTVI offers highly skilled personnel with decades of experience providing professional services to the Federal Government and private industry. NTVI performs information technology services and information technology system development, training and specialized support. NTVI provides full life cycle IT services and solutions, software development, integration, and sustainment, web, client/server, and legacy system development. NTVI deploys industry-specific consulting skills in conjunction with leading-edge technology integration expertise to develop complete solutions. In addition, NTVI provides in depth experience with facilities maintenance in buildings with smart building technologies, LEED Platinum, and Historic and/or aged infrastructure.
Peduzzi Associates, LTD (SDVOSB)
Peduzzi Associates, Ltd. (PAL) has supported DoD's Joint Military Attache School for more than 12 years delivering highly qualified instructors, IT, and training support personnel. Since 2004, PAL instructors and support staff have worked seamlessly as part of the JMAS Faculty team designing, publishing, and presenting instructional lessons; coordinating guest lecturers; serving as seminar directors/instructors and off-site exercise coordinators; maintaining computer systems; and student in-processing.

Consolidated Safety Services (CSS) is a science and technology professional services firm based in Fairfax, Virginia, with an additional 11 offices across the country. CSS is organized into four operating divisions reflecting our core competencies in Emergency Response & Disaster Recovery, Environmental, Safety & Health, Science Applications, and Space Programs. We have provided these services Federal science agencies for more than three decades, and received multi-agency company and staff awards for our services. Our Federal clients include the Department of Homeland Security (DHS), Department of Defense (DoD), Environmental Protection Agency (EPA), National Aeronautics and Space Administration (NASA), National Institutes of Health (NIH), National Oceanic and Atmospheric Administration (NOAA), U.S. Geological Survey (USGS), and others.

Syntelligent Analytic Solutions (SDVOSB)
Syntelligent Analytic Solutions, LLC (Syntelligent) is a professional services and consulting firm that specializes in providing qualified professionals who work in partnership with our clients to provide innovative administrative, technical and professional management solutions in the area of Program Management, Financial Management, Analytic & Intelligence Operations, and Business Consulting. Syntelligent provides program management, supervisory support, and administrative services to the DHS Visitor Management Branch. Our personnel are responsible for processing visitors to DHS HQ at three locations. We also assist in the administration of Visitor Management programs supporting the development and implementation of DHS Physical Security Division policies, standards, and procedures. Syntelligent provides engineering management, security system/equipment test and evaluation, independent verification and validation of security systems/equipment, test materials/test articles and support to witness/test Government furnished transportation security equipment. At TSA we are providing technical/engineering services to support the coordination, preparation and execution of test procedures for new screening equipment installations at select airports.

Federal customers include the Department of the Army, Department of the Navy, Department of Energy, Department of Veteran Affairs and NASA. Core capabilities include, IT Systems Administration, Data Center Mapping, Budget Analysis, Acquisition and Procurement Support, Construction Project Management and Logistics Consulting among others. RV's location makes them uniquely positioned to support the Department of Homeland Security and supporting agencies near our southern border.
Intelligence, Communications, and Engineering, Inc. (ICE, Inc.), an industry leader in training, exercise, acquisition, and administrative support, is a Service Disabled Veteran Owned (SDVO), Small Disadvantaged Business (SDB) with a Top-Secret facility clearance. Headquartered in Sierra Vista, Arizona, we have been providing services to the Department of Defense and other cabinet-level agencies of the United States Federal Government since 2007, in both CONUS and OCONUS locations. ICE, Inc. currently provides analysis support to the Department of Homeland Security (DHS) Office of Intelligence and Analysis (I&A) Strategic Analysis Section (SAS), which is co-located with the El Paso Intelligence Center (EPIC). Our experts monitor all-source information, conduct intelligence assessments and studies, and provide program management support. We provide acquisition and administrative support services to the Department of Interior (DOI) Acquisition Services Directorate (AQD) since 2011, including acquisition planning, facilities management, information technology, database maintenance, financial analysis, interagency agreements, and general business support services. ICE, Inc. currently provides training and exercise support to the SOCOM Enterprise Wide Training and Exercise Program (UEWTEP) as the prime contractor managing over 44 Task Orders to date with over 170 FTEs at multiple locations. We provided modeling and simulation support to the U.S. Army Intelligence Center of Excellence (USAICoE) Intelligence Experimentation and Analysis Element (IEAE) from 2009 to 2016 and IT support services (since 2012) to the USAF Education and Training Services (ETS) command at Davis-Monthan Air Force Base. We also provide IT support services (since 2013) to the Air Mobility Command (AMC) at Scott Air Force Base, including the development of systems architectures, the integration into existing C2 infrastructure, and adherence to coalition requirements.

A description of the functional category/categories awarded under PACTS II:

Cyberspace Solutions shall furnish the full range of solutions and non-IT services (Program Management and Technical) necessary to meet the scope of the requirement of this contract and individual TOs issued under Functional Category 1 – Program Management and Technical Services – (NAICS code 54161)

Administrative Management and General Management Consulting Services. The Contractor shall provide support services on administrative management issues, such as financial planning and budgeting, equity and asset management, records management, office planning, strategic and organizational planning, site selection, and business process improvement. Services under this functional category may also include but are not limited to that of general management consultants that provide a full range of administrative; human resource; marketing; or other management consulting services.

Process, Physical Distribution, and Logistics Consulting Services. The Contractor shall also provide operating advice and assistance services in areas such as process, physical distribution and logistics; productivity improvement; quality assurance and quality control; inventory management; distribution networks; warehouse use, operations, and utilization; transportation and shipment of goods and materials; and materials management and handling.

Engineering Services. The Contractor shall provide services in the support of physical laws and principles of engineering in the design, development and utilization of machines, materials, instruments, structures, processes, and systems. The assignments undertaken may involve any of the following activities: provision of advice, preparation of feasibility studies, preparation of preliminary and final plans and designs, provision of technical services during the construction or installation phase, inspection and evaluation of engineering projects and related services.

Environmental, Technical & Other Scientific Consulting Services. The Contractor shall also provide support services to DHS components and HQ offices on environmental, scientific and technical issues. Construction services are not procured under PACTS II. The Contractor shall provide assistance in such areas as the control of environmental contamination from pollutants, toxic substances, and hazardous materials, identify problems (e.g., inspect buildings for hazardous material), measure and evaluate risks, and recommend solutions. The Contractor shall provide expertise support in areas, such as air and water quality, asbestos contamination, remediation, and environmental law. Also, the Contractor shall provide sanitation or site remediation consulting services.
